USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Duty Station: Based in Kathmandu with frequent visit to project field locations

Reports to: Procurement and Logistics Officer

The Activity is seeking applications from qualified professionals for the position of Procurement and Logistics Assistant. Under the supervision of the Procurement and Logistics Officer, the person in this position will work as a member of the SSBH administrative support team. S/he will assist the Officer in his efforts to ensure that all procurement-related policies and procedures are strictly followed, that all related documentation is accurate and complete, that goods and services are inspected and monitored for quality, and that procurement and delivery of goods is fully compliant with rules and regulations of the U.S. and Nepal governments and Abt Associates.  

Key Responsibilities:

  • Support Procurement and Logistics Officer for providing procurement services in accordance with SSBH Procurement policies and procedures. 
  • Assist in the development of a high standard of accountability and transparency in the procurement of goods and services. 
  • Ensure that the items procured match programmatic requests and are of good quality and value for money. 
  • Assist in preparing tender documents, receiving/collecting bids and preparing comparative bid analysis, and prepare Purchase Order.
  • Interact with vendors, support to coordinate the collection/delivery of goods, including adequate record keeping in coordination with the Procurement and Logistics Officer.
  • Prepare the required documentation of supplies and transactions and prepare status reports on deliveries and recipient of supplies.
  • Assist the Procurement and Logistics Officer with procurement activities, as required.

Minimum Qualifications and Experience required:

  • Bachelor’s degree in Business Administration, Procurement or similar degree, or equivalent professional qualification. 
  • At least 4 years’ experience in Procurement or Supply Chain in NGO/INGOs; experience in USG-funded activities preferred
  • Strong organizational skills and demonstrated ability to multi-task and process information into action as to not delay program activities. 
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members 
  • Excellent spoken and written communication skills in Nepali; good knowledge of English preferred
  • Willingness and ability to travel to remote areas of Karnali and Lumbini Provinces
