In response to the disaster after 7.8 magnitude earthquake struck Nepal on 25 April 2015, the Housing, Recovery and Reconstruction platform was established in January 2016, following the deactivation of the Shelter Cluster and in support of the Government of Nepal’s housing reconstruction program. The coordination platform focused on supporting the newly established National Reconstruction Authority (NRA) as well as Project Organizations (POs) involved in housing reconstruction.

HRRP is looking for a person who is knowledgeable and experienced in coordination and post-disaster recovery and reconstruction in Nepal.

Job Description:

Location: Nuwakot, NRA
Salary: As per Organization and HRRP Rule   
Contract Duration: Till March 2018 with possibility of extension

Job Summary:
Under the overall supervision District Management Team (DMT), the District Coordinator will support the delivery of coordination services under the HRRP. The District Coordinator will work closely with the District Technical Coordinator and District Information Management Officer as part of the District Coordination Team (DCT) in Nuwakot. They will manage coordination in the district working closely with the district government authorities and Partner Organisations (POs).

Post Holder Reports To: District Management Team (DMT)-HRRP

Matrix Management: Executive Director (ED)

Supervisory Responsibilities: The District Coordinator is responsible for line management of the District Technical Coordinator and District Information Management Officer and is also expected to provide team leadership.

Specific Duties And Responsibilities

  • Organising, facilitating, and managing follow up from district coordination meetings.
  • Providing district government authorities with bi-weekly information update packs and facilitating coordination between district government authorities and POs and amongst district government authorities.
  • Supporting analysis of district level data and preparation of district products to illustrate data
  • Line management of the district technical coordinator and district information management assistant; conducting performance evaluations, review and approval of leave requests, timesheets, travel requests, and any other management requirements
  • Any other duties that may be assigned by the supervisor, within the scope of this role.

Key Working Relationships:
The candidate will work as part of the DMT working closely with the District Technical Coordinator and IM Officer. The candidate will have key working relationships with Government Authorities and Partner Organizations (POs) at district level.

Required Expertise:

  • Advanced coordination skills
  • Capability to clearly communicate in written and spoken English and Nepali
  • Understanding of accountability towards beneficiary privacy and data protection
  • Extensive work experience in challenging environments and operational activities in disaster areas will be an advantage
  • Experience in international or governmental programmes

Required Education/Skills

  • Completed university degree from an accredited academic institution, preferably in Engineering, Architecture, Urban Planning, Political Science, Public Administration, and / or Anthropology  
  • Three years of practical experience in programme formulation and implementation at national and international levels
  • Experience in the areas of cluster coordination, shelter, disaster risk reduction and management, humanitarian reform
  • Experience in shelter related activities, preferably in natural disaster, and other displacement situations
  • Familiarity with the region and context is an advantage

Additional Skills Preferred

  • Knowledge of MS Excel, Outlook, Word, and Skype
  • Knowledge of basic computer hardware
  • Experience with an NGO or INGO in the past
  • Highly motivated
  • A good sense of humor and capacity to work in a complex work environment handling multiple demands concurrently
