KTK-BELT project (www.belt-project.org) was formally launched in 2015 as a collaborative platform for farmers, teachers, and youth in eastern Nepal to carry out community-based biodiversity conservation. KTK-BELT is a 501(c)(3) non-profit organization registered in New York and in Nepal. It operates from an assumption that local farmers possess deeply embedded place-based knowledge of their environments and, therefore, are in the best position to steward local biodiversity and habitats. To implement, we work through Nepali partners called ‘Learning Grounds,’ which are non-profit cooperative associations, led by women and minority groups.

To achieve its goals, KTK-BELT collaborates with the Government of Nepal’s concerned line ministries including the Ministry of Forestry and Soil Conservation (MoFSC), Ministry of Education (MoE), Ministry of Science, Technology and Environment (MoSTE), Nepal Agriculture Research Council (NARC), National Planning Commission (NPC), and the Department of National Parks and Wildlife Conservation. Internationally, KTK-BELT’s projects are funded by the Phul Maya Foundation, Karuna Foundation, the Prince Bernhard Trust for the Conservation of Nature, the UIAA, and other small foundations and grassroots individuals conserved about the conservation issues confronting the eastern region of Nepal.

In 2013, KTK-BELT helped establish the Yangshila Permaculture Learning Grounds (YPLG), in Morang.  YPLG is in the midst of creating a 100-acre prototype of the ‘Vertical University,’ where farmers will teach youth about the rich biodiversity of the eastern region. YPLG, a non-profit cooperative, has initiated its activities in the region and now maintains regular staff and youth fellows. Similarly, new Learning Grounds in Morang, Sunsari, Dhankuta, Sankhuwasabha, and Taplejung districts are slated to be established in 2017-2018. These organizations will work in close partnership with KTK-BELT to achieve the vision of the ‘Vertical University’ and build their own internal technical capacity.

Job Description:

Position Objective:

The objective of obtaining the services of the Finance officer is to assist KTK-BELT and the various partner Learning Grounds in carrying out the essential in-house accounting services for the project. The input from the officer is to ensure adoption of proper procedures with economy, efficiency, fairness, and transparency as well as to implement admin and finance activities in a timely manner. The objective also includes training of other local finance and admin personnel within the Learning Grounds to ensure a culture of transparency, best practices, and financial integrity, compliant with the laws of the GoN and international standards of donor agencies. 

Scope of Work:

  • KTK-BELT is seeking a finance officer, to be hired as soon as possible, on an initial 3-month trial, with the possibility of extension, based on good performance
  • The Finance Officer will work directly under the supervision and instruction of the KTK-BELT co-directors and be based in eastern Nepal
  • S/he works directly with local Learning Grounds directors and admin officers to ensure smooth and risk-free financial operation
  • S/he helps develop annual budgets, maintains accounts for different grants to ensure donor compliance and best practices
  • Prepares monthly, quarterly and annual financial statements according to Donor and GoN requirements
  • Conducts internal audits and works with external auditors to ensure efficient and accurate compliance, and keeps record of any financial irregularity and/or settlements

Responsibilities related to Budgeting and Funds Flow:

  • Ensure implementation of best practices in budgeting, accounting, auditing, and procurement, compliant with the law of Nepal and meeting international requirements
  • Ensure that the financial management practices endorsed by KTK-BELT are adhered to
  • Ensure availability of financial information for examination, assessment, and review by donor partners and the GoN
  • Ensure that earmarked funds are used for explicitly stated purposes
  • Ensure vetting of payments
  • Establish consistency in financial planning and budgeting for all programs and components

Responsibilities Related to Accounting:

  • Develop a long-term accounting system for KTK-BELT and Learning Grounds that is sustainable, transparent, efficient, user-friendly, useful for audits and reporting, and compliant with all national and international laws

Responsibilities Related to Auditing:

  • Organize annual audits in accordance with International Standards on Auditing
  • Institutionalize and implement internal auditing practice for KTK-BELT and Learning Grounds

Key Qualifications/Special Skills and Experience:

  • Highest degree of gender and caste sensitivity is a must
  • Complete fluency in written and spoken English and Nepalese, and typing skills in both languages
  • ACCA certification preferred
  • Experience in organizing internal and external audits
  • Prior experience of working in NGO environment with experience of coordinating with international donors on accounting/financial management is required
  • Demonstrated computerized financial management, accounting, and procurement skills
  • Knowledge of specific Nepali rules and regulations regarding finance and accounting, and ability to brief non-finance staff these rules and regulations in an effective manner
  • Highest degree of personal integrity
  • Ability to walk across difficult terrain to reach project sites
  • Highly professional with strong interpersonal skills

Timing:

  • The initial contract shall be for three months on a probationary/trial basis

Renumeration:

  • Based on experience and project resources 

Duty Station:

  • Eastern region with some travel to project sites and to Kathmandu
