Role Purpose
The Programme Coordinator - HIV will be a key technical member of the HIV/AIDS Programme in programme planning, implementation and monitoring of all HIV related initiatives of Save the Children in respective region including government run service delivery sites. S/he is responsible for technical oversight and backstopping HIV prevention, treatment, care and support programmes and training activities to be implemented by Save the Children, National Centre for AIDS and STD Control (NCASC) and other relevant government partners in the region. The programme coordinator will work closely with the regional Sr. Programme Coordinators of Save the Children, Global Fund and government staff of NCASC, the Sub Recipients (SRs) and government Service Delivery Points (SDPs) of Global Fund Grant and other key stakeholders for quality service delivery at all levels. 

Term and Location: Fixed term position till July 2015 with further possibility of extension based in Regional Office - KathmanduBiratnagarButwal and Nepalgunj

Required Qualification and Experience: At least Bachelor’s degree (Master's degree preferred) in Public Health or related Social Science with minimum 3 years of experience in Public Health project/programme management preferably in managing HIV/AIDS related project/programme; Proven experience of managing complex and big project would be an advantage.

Key Areas of Accountability

  • Work with Sr. PC and SC recruited NCASC staff to provide technical inputs to SRs/SDPs in programme planning, budgeting, implementation and monitoring and supervision of HIV programme in the region
  • Ensure the project funds are timely disbursed to the SRs and SDPs in accordance with the project document and project work plans/budget.
  • Monitor the grant absorption rate, monthly tracking and review of expenditures of HIV programme in the region.
  • Ensure all supplies are received in time, delivered to all SRs/SDPs as per the need and ‘No stock out’ is reported from all sites.
  • Ensure preparation and submission of timely and quality programmatic reports of HIV programme from all SRs and SDPs to Save the Children, NCASC and HMIS as per the standard reporting templates.
  • Review all periodic programmatic reports submitted by relevant SRs and SDPs and provide feedback if required before submitting it to Save the Children/NCASC.
  • Provide regular programmatic update to Project Manager, Global Fund, NCASC and Sr. PC.
  • Conduct frequent monitoring field visits (including joint monitoring) to ensure timely and quality implementation of projects vis-à-vis approved work plans, with the involvement of the relevant programme colleagues.
  • Provide on-site coaching/mentoring to relevant SRs/SDPs on various aspects of HIV programme as per the need.
  • Review field visit reports to ensure recommendations of last field visit reports are addressed in the next field visit.
  • Identify, prepare and disseminate the best practices and approaches to Centre and other regions for their wider replication and use.
  • Coordinate with the technical and programme unit of Save the Children and NCASC improved collaboration in service delivery at all levels.
  • Establish and maintain strong coordination and linkages with region based government agencies, INGOs, CSOs, other stakeholders and district level committees on HIV programmatic synergy at all levels.
  • Support Sr. PC and other region/district based Save the Children and government staff responsible for HIV programme to carry-out planned activities in accordance to the approved Global Fund work plan and budget; in so doing, ensure activities are fully accomplished, meet expected technical quality standards, and are delivered on schedule.
  • Assist in organising regional/district level HIV programme review meetings, technical discussion forums, trainings/workshops.

Other Duties:

  • Represent Save the Children in regional forums as and when required.
  • Perform other job related duties as assigned by the Sr. PC.
  • Work in any emergency situation.

Knowledge, Skills and Experience

  • Experience in coordination and liaison with different partner agencies.
  • Ability to work in multi-cultural environment.
  • Ability to work under pressure.
  • Willingness to travel clinics and hospitals throughout the country
  • Ability to analyse and interpret data and write reports.
  • Thorough understanding of HIV programme in developing countries.
  • Excellent analytical and synthesis skills.
  • Good communication and negotiation skills.
  • Prepared to spend time in the field with district health offices and other partners.
  • Excellent computer skills (MS Office and statistical software).
  • Understanding of logistics management, financial management and budgeting of development programme desirable.
  • Excellent language proficiency in English and Nepali.
