ROLE PURPOSE: 
The purpose of this position is to provide leadership, guidance and mentoring support to strengthen the leadership and management capacity of central, cluster and district staff, local NGO and government stakeholders of Sabal – Integrated Program. The focus of the Sabal program is to strengthen livelihoods, improve nutritional status, and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in community with deep poverty and high rates of malnutrition in selected districts of Nepal’s Central and Eastern hills, and in particular the Sabal project expansion Districts:  Nuwakot, Rasuwa, Dolakha, Sindhupalchowk and Kavrepalanchowk.  The Program Integration and Social Mobilization Manager will be responsible for leadership, guidance and mentoring to strengthen the management and social mobilization capacity of central and district staff, partner NGOs and government stakeholders across all project components to ensure optimum food security, livelihood and disaster risk reduction and nutrition governance. This position will manage the introduction and development of an organizational culture of reflection, analysis and appropriate, timely action among all stakeholders at district, VDC and Ward levels. In particular to promote and engage civil society and local government in improved food security and nutrition through social mobilization during the annual planning process and the allocation of block grants to support sustainability of interventions from the beginning of the program.

KEY AREAS OF ACCOUNTABILITY:

  • Assess and build the capacity of central, district teams and local partner NGOs in social mobilization skills and ensure capabilities for facilitating the mobilization of communities for food security and integrated nutrition. 
  • In coordination with local stakeholders, strengthen the integration and cross sector linkages of Sabal activities at district including livelihood, EHFP/agriculture and livestock, water, sanitation and hygiene (WASH), health and nutrition services, social behavior change communications, gender equity and social inclusion etc.
  • Support the mobilization of block grants at VDC level through the well-coordinated engagement of community representatives, including local resource persons (LRPs), Community Awareness Committees (CAC) with VDCs and DDCs for integrating nutrition-based programming.
  • Strengthen the knowledge and skills in human performance management among central and cluster staff to facilitate social mobilization efforts and all levels and facilitate sessions in social mobilization and human performance during semi-annual and annual review meetings. 
  • Support systemic and social collaboration through a team-based management approach reinforced by regular mentoring and monitoring and facilitate ideas from innovative design to practical action.
  • Share the best practices, build capabilities and entrust the responsibility of local stakeholders to hold quarterly review meetings by District and VDC Food Security Nutrition Committees and Ward Citizen Forum (WCF)
  • Mobilize the local resources for governance and INP to improve food security and nutrition in the district.  
  • Work closely with the Deputy Chief of Party and CRP programs in developing and implementing strategic priorities for interventions.

QUALIFICATIONS AND EXPERIENCE:

Essential

  • Minimum of  Master’s degree with 7 years’ experience in strategic social mobilization program planning management in related field.
  • Excellent interpersonal communication and facilitation skills and extensive experience in human performance management. 
  • A track record of working with government and knowledge on understanding of linkages between sectors.
  • Working experience in managing various types of field programs with multiple local and International agencies/institutions. 
  • Demonstrated skills and proficiency in management, supervision, coordination and collaboration.
  • Ability to work in multi-disciplinary team context.
  • Proven innovating problem solving ability
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Good communication and interpersonal skills and ability to work as part of a team
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Willingness to travel to field offices and work in difficult environment from time to time 

Desirable

  • Experience of working in a busy I/NGO environment 
  • Knowledge of SCI award and financial system, structure and processes
