ROLE PURPOSE:

The Program Officer- Research is overall responsible for planning, implementation, monitoring and reporting of Newborn Health Project activities in Surkhet district of Mid-Western region of Nepal. In addition, he /she provides technical assistance to District (Public) Health Officer (D(P)HO), Health Facilities (HFs) to implement and monitor the Newborn Health activities. Likewise, he /she establish and strengthen good coordination with government counterpart like D(P)HO, District Development Committee (DDC), District Disaster Response Committee (DDRC) and supporting agencies in the district . He / She ensure functional reporting and logistics supply system of D (P) HO and HFs for quality and timely service delivery of Newborn Health Project. 

S/he will ensures the regular monitoring of key process indicators, alignment with refinement of the packages, related training content, and coordinate with relevant stakeholders for sharing of lessons learnt for consistent uptake by other stakeholders. Furthermore, s/he works in close coordination with other projects and team in the district and region.

 

KEY AREAS OF ACCOUNTABILITY:

Over all responsibilities

  • Involve in planning, implementation, regular monitoring, evaluation and documentation/reporting of the project activities in respective project district.
  • Coordination with D(P)HO, Health facilities (HFs) and other stakeholders for organizing project related meeting, workshops and research activities.
  • Acquired project related data according to standard tools and methods.
  • Prepare well documentation of all process, events, discussion and consultation

Planning, implementation and Tracking  

  • Conduct district level planning 
  • Prepare DIP and phased budget of Newborn Health Project in the district with full participation of government counterparts and project team.
  • Ensure timely implementation and budget utilization of project intervention as per DIP and phased budget prepared for the district.
  • Support Program Coordinator in preparing monthly, quarterly work plan.
  • Support Program Coordinator in preparing project tracking report.
  • Provide technical support to develop back up plan as per field context.

Monitoring, Reporting and Documentation

  • Conducting technical support visits, monitoring visits and onsite review and coaching visit to D(P)HO, health facility, FCHVs and community.
  • Support HFs, CHWs/FCHWs in recording, reporting and also ensure that data is being collected at health facilities and reported to the district routinely and ensure the quality of the collected information. 
  • Develop template and make regular data entry of all the monitoring visits conducted by project and government staffs.
  • Prepare high quality project level narrative report as per donor and organizational requirement.
  • Prepare quality documents of project process, learning and result including major activities and initiatives.
  • Support program coordinator to write quality case studies as per project and organizational requirement.

Coordination and Representation

  • Establish and strengthen functional coordination with district level government counterparts and stakeholders for effective implementation of the project intervention.
  • Provide technical support to D(P)HO and HFs for newborn and child health program planning and implementation.

 Strengthening of local governance

  • Provide technical support and capacity building of Health Facility Operation and Management Committee for Quality improvement in Newborn health services  in Health Facilities

Supporting Save the Children’s dual mandate of development programmes as well as being the leader in emergency preparedness and response for children.

Occasional Significant Duties

Organize and manage technical and programmatic inputs for the Newborn health program partners and consultants so as to ensure smooth operations and ownership of the program by in-country counterparts and partners
Develop annual work plans

QUALIFICATIONS AND EXPERIENCE

  • Education: Bachelor's degree in Public Health /Nursing
  • Experience in similar or related field: At least 3 years (2 years for GSI group) in leading and managing health projects and programs  will be given priority 

Skills

  • Higher degree of taking initiatives and has ability to work independently
  • Sound computer skills on word processing, power-point, and other basic computer software
  • Ability to work in a complex environment with multiple tasks, able to work in short deadlines with intense pressure
  • Proficiency in writing technical and programmatic reports that document program directions and results
