HelpAge International is an INGO, working in Nepal for over 10 years with its partner organizations.  Recently registered, we are now looking for a Finance Officer for our Nepal office.  For the chosen candidate the ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with HelpAge and donor policies and procedures is essential.  The Finance Officer must be willing to travel to HelpAge field offices and project sites.

Job Description:

Responsible To: Regional Programme Manager and Regional Rep

Responsible For: No line reports

Purpose of the job:
To be responsible for all the management of HelpAge International Nepal’s Programme accounts.  The post holder will assist in the timely uploading of all financial information required by HAI financial procedures and for producing management accounts for the use of programme budget holders and partners.  The post holder will also support the HAI Nepal office and partners in maintaining their financial systems and procedures in accordance with national, organisational and donor requirements.

Financial management of Country office:

  • To support the HAI Nepal office in maintaining their financial procedures and financial records in accordance with HAI requirements.
  • To support the HAI Nepal office in the production of monthly financial accounts in accordance with HAI requirements.
  • To be responsible for the completion of End of Year procedures ensuring that all financial returns are completed accurately and to the required timescale.
  • To be responsible for engaging external auditors for the Nepal office in accordance with HAI and the Government of Nepal requirements.
  • To prepare cash flow sheets (3 month in advance) and submit monthly cash transfer requests to London.

Support to the Projects:

  • To Support HAI Nepal office in preparing/ reviewing the proposal and budgets for new and ongoing projects.
  • To support HAI Nepal office in the production of donor financial reports as and when required and in accordance with donor requirements.
  • To support HAI Nepal office in the financial monitoring of the ongoing projects as and when required. 
  • Visit to the field locations, monitor the financial progress and provide required support as necessary. 
  • To work closely with budget holders to review monthly the coding of all HAI Nepal and assist to achieve maximum cost recovery as allowed under individual donor contracts.
  • To be responsible for preparing and submitting all legally required returns for HelpAge Nepal, including bit not limited to Tax payments, Audit reports and project approvals (Social Welfare Council).

Support to partners:

  • To support HAI Nepal partners in the production of monthly financial accounts in accordance with HAI requirements including training where necessary.
  • To support HAI partners in the production of donor financial reports as and when required and in accordance with donor requirements.
  • To provide on-the-job training to HAI partners in producing monthly accounts in accordance with HAI requirements.
  • To carry out partner financial assessments in accordance with HAI procedures.

Day to Day accounts task:

  • Be responsible for preparing monthly financial accounting reports to the last day of each month for country office and sign off by the 5th of the following month.
  • Prepare Payroll and other financial statements as and when necessary.
  • Assist Country office in day to day bank operation i.e.  Preparation of vouchers, keep chequebook and registers and prepare cheques, arrange signature etc.
  • Check the financial bill/vouchers and make recommendation for payments.
  • Undertake any other duties as and when necessary to fulfil the objectives of HelpAge International in Nepal and the South Asia region.

Extent of Authority:

  • The post-holder will report to the Regional Programme Manager, South Asia and Regional Rep.

  • The post-holder will be based in Kathmandu and will be expected to travel within Nepal at least 40% of time.
