ROLE PURPOSE:

S/he will be responsiblefor providing day to day financial and administrative support to the SuaaharaButwal Cluster Office.  The key responsibilities are to manage operation at Butwal Cluster Office and conduct partner monitoring & support visits to Suaahara District Offices and PNGOs.  The position will also support in accounting and reporting procedure which includes adjustments vouchers, data entry of financial information and periodic financial reporting.  The position will also support in monitoring for compliances. S/he often visitssix District Offices and six PNGOs under Suaahara Butwal Cluster Office.

Indirect:Will work withFinance/Grants Monitoring Coordinator-Kathmandu, Finance & Operations Team of ButwalCluster and District Office and PNGO

Role Dimensions
: The position will closely works with Cluster team members, Sr. Finance & Award Coordinator, District and PNGO.  The main task of position is to enhance capacity and verification of financial aspects.  

KEY AREAS OF ACCOUNTABILITY :

Conducting partner monitoring & support visits

  • Conduct visit to District Offices and respective PNGOs
  • Identify and support in the strengthening financial management
  • Support in monitoring for compliances and ensure that donor compliances are met
  • Review partners’ financial vouchers, bills and invoices and ensure adequate supporting documents are available.
  • Organise orientation to cluster team and district team members on monitoring and tracking of project budget and activity

Oversee accounting system in cluster office

  • Preparation of payments, receipts & adjustments vouchers
  • Verify voucher/invoice submitted to cluster offices for payment
  • Data entry of financial information and periodic financial reporting.  
  • Work closely with Sr. Finance & Award Coordinator to generate and compile financial report, periodic report, preparing budget and revisions.
  • Work with Finance team in routine financial data analysis.
  • Responsible for tracking the VAT payments and reimbursement record assist in reconciliation of VAT payment and reimbursement.

Internal control, compliances and audits

  • Ensure robust internal control system exists within cluster office and partner organizations
  • Ensure compliance of local laws, donor requirements, and SCI procedures throughout cluster and partner organizations
  • Ensure that the accounting is performed in line with donors and SCI procedures, and with national and international accounting standards. Adhere the organizational policy, procedures, local laws and donor’s requirement
  • Assist to plan and facilitate audit functions, including taking action on follow up and implementation of audit recommendations

QUALIFICATIONS  

  • Bachelor degree in Management (preferred) – with 3 + relevant experience

EXPERIENCE AND SKILLS

  • Knowledge of documentation and  Financial data analysis
  • Familiar with USAID compliance, rules and regulations will be added value
  • Familiar with Nepal tax rules and regulation, VAT procedure
  • Sound facilitation skill
  • Sound knowledge of Word, Internet
  • Strong knowledge of Excel 
  • Prior experience of  USAID grant management
  • Familiar with FAMAS accounting software
  •
